Locking a Note

How can I lock a note into position relative to an edge?

I want to use this for engraving and need to place it in the correct position.

Your best approach would be to use the Origin Tool, select the 'Point Constructor' option, then using the full Point Dialog (the last item on the drop-down list of 'Origin Locations') use the Rectangular Offset option to position your note relative to some selected point, say an End Point, Mid-Point, Arc Center, etc.

To an Engineer, the glass is twice as big as it needs to be.
 
Try Insert > Curve > Text > On Face.

Not suitable for multiple lines of text, but it can be positioned with a good deal of accuracy and reliability..
 
If you use Curve on face set the Font to modern. This will give you a single line font.
