An underground duct bank consist of concrete encased PVC conduits. Is there any concern regarding lighting strikes entering the building into the electrcial equipment through the ductbank?

The duct bank isn't likely to take a lightning strike, but the conductors aren't likely to originate in the duct bank either. Long enough runs and the duct bank will slow down/spread out a lightning impulse to the point of not being a concern, but a short run won't make a lot of difference. As has been said before "it depends."
