We have existing lighting columns approx. 6m high that have 3 fittings on them.

If we are replacing the column and the fittings with 2 fittings would it be sensible to run a 3 core cable to a jb at the bottom of the column and then run a 3 core from the jb to each of the fittings?

I would.

In the UK we tend to use something called a fused cut-out, like the one below. The benefit over a JB is that a faulted luminaire doesn't take down the whole string of columns. Not sure if these are a UK-only idea or more widespread.
