Legislative requirements and emission standards

I was wondering if anybody might be able to point me in the right direction. I am looking for the legislative requirements for an EIA and the emission standards for thermal power plants in the following countries- Zimbabwe, Tanzania, Lesotho and Swaziland. I would appreciate any help on the following subject

Standards for North America and Europe are readily available. Also in the US, for example, regulations may change from state to state or even municipality to municipality. Still, info is readily available. Regarding your south African locations, when in doubt, I'd just contact their local regulators directly.
