Item balloon redundancy

I've always been taught that items should only be called out as needed for clarity and not called out everywhere possible. I am curious if ASME Y14 discusses this anywhere. I've looked through Y14 and haven't found anything but could certainly have missed it. I have also searched through the forums here and have found threads on balloons and item quantity but nothing about redundancy of balloons.

The situation is this: the drawing is a simple assembly of items 1 (base plate), 2 (bolt block), and 3 (stud). There is a front and side view. All items have been completely called out in both views. I think this is overkill but before bringing it up to the draftsman I would really like to have ASME's backing.

Any thoughts?

Just roll with it. Eventually someone will decide that that the parts list should match, change the quantities and make a massive over-order. In the meantime you, having set quietly, won't be known as a trouble maker. For certain, until that unfortunate event happens complaints that the two quantities should match will always be met with "Nuh-uh"

I speak from experience of dealing with looney-tunes types who kicked me off their projects only to hear months or years later that my concerns were not only valid, but ignoring them cost big bucks. Like tens to hundreds of thousands. And never once did anyone say - We need him back because he was right all along.
 
I don't know if you'll get the backing of ASME, but I was taught as a best practice that the number of balloons (and noted qty if more than 1 item) had to agree with the qty in the pl. Any redundant balloons had to have REF next to them. This simplified checking against the parts list.
