inquiry on ASCE 7-05 eq.12.8-15

im reading the ACI 530 on special boundary element then i arrive on the computation of largest neutral axis, in the part of 3.3.6.8

the equation needs Cd, or the amplification factor and a deflection ?ne

is ?ne is the deflection determined by elastic analysis as said in ASCE 7-05 eq.12.8-15?

and if it is the eq. 12.8-15, how can you compute the ?xe? ASCE did not state anywhere on how to compute this
