INGEAR OCX with RIO Module

I'm having a problem with the INGEAR ABCTL OCX w/VB6 and a SCL500 Ethernet PLC. The OCX works fine doing bit addressing with Modules in Rack 0. But with I/O modules in a second rack via an RIO scanner module, the Bit addressing (specifically to the output modules) is not working. This is done with bits that are not being used in the program, so the PLC program is not overwriting these bits.
Any help would be appreciated.
