IEC 826-Loading Calculation of OHTL

Does any one give some hints about understanding of IEC 826. Especially on the appliance of safety factors to the calculated mechanical loads. Calculated strength factor will be divided to the loads on tower or will be applied to mechanical properties of materials (compression and tension capacity of members decreased by that amount). Factors will be applied to all conditions including the failure and construction cases also.
