IBIS model question

I'm a newbie to IBIS and I have this IBIS model from Altera. Note that I decimated the ramp data to shorten the post.

So is it correct that this when this CMOS input is between 0.0 and 3.3V under 'typ'ical conditions the model is just R_pkg (0.411 ohm) and L_pkg (7.74nH) in series with the combination of C_comp (4.7pF) in parallel with C_pkg (0.8pF)? There doesn't seem to be anything else in the model that applies between these voltages.

Is it really that simple?
