Hydroseeding Surface Preparation

I have a site on Southern Ontario where the ditches were hydroseeded in late October last year. The grass seed did not take very well, but the weeds did.

I am trying to determine whether the ditch surfaces would need to be completely prepared again, or if the weeds could be mown and the hydroseed reapplied.

I would Hydro seed after knocking down the weeds. Better do it quick, Fall is around the corner.
