I have equipment (18,000 lbs) supported by hydraulic cylinders. for safety reasons I want to add a remotely operated valve with electrical feedback on valve position.
This is likened to a hydraulic press (as noted in my subject line). When work is to be done and a human must enter the press, I want a valve to dump the pressure and then be able to electrically verify the valve has shifted. I also would prefer that the valve is a zero leak type.

I do not like changing your question, but you might want to consider re-directing your thoughts.
I do not know of a hydraulic valve with the feedback you desire. I am however familiar with making the systems mechanically safe. I have seen locking pins, or manual 1/4 turn valves to drain pressure. This mechanical safety in conjunction with a kill switch to turn off the hydraulic pump is a robust safety system.
I tend to opt for a mechanical safety over an electrical/fluid safety as the likelihood of failure of the former is much lower. Hope this helps.
