HP Flare and Flare Header

Dear All,

As I am new for flare package, Please help to understand the basic Concept.

1) What is HP Flare and LP Flare
2) In my case, Datasheet shows allowable Pressure drop across the Flare tip (Sonic Type) and Seal is 4.5 Bar and Flare Header Operating Pressure is 0.1 bar. How it is possible.
