High Mast Light Base Plate Design

I have a 60 ft HML light we are installing and have been asked to check size, depth, and number of bolts required. I have all the forces, moments, and stresses provided. The base plate is circular. I have already checked many threads but do not have excess to many of the references recommended. My most currenct ACI 318 manual is 1999 and I have AISC LRFD manual second edition. What I am mostly confused about is eccentricity. If anyone can provide a good basic example or know of where I can obtain material for a clear understanding of designing for the base plate and then anchor bolt size I would greatly appreciate it.
