To what governmental agency do I complain about helicopter noise, which is intrusive, disruptive and annoying.
I don't have a problem with helicopters--just their noise.
We have commercial airliners overhead frequently and they are not a serious noise problem.
If there is no Government agency which will help, is there
an organization which may be effective in remedying this problem?

Depends on who your govt is? Probably American, or you wouldn't assume everyone already knows... :)
Try the FAA. But don't hold your breath.

Problems/complaints with helicopter noise, or any aircraft noise for that matter, should be directed to the airport manager (if it's a civilian airport) or the airfield commander's office (if it's a military field.)

Be aware that if the noisey aircraft are flying within the legal confines of their respective airspace and following all the applicable rules, there's nothing you can legally do, aside from starting a grass-roots campaign to have the rules changed. If you bought a home near an airport, the sales-person should have mentioned that fact when you negotiated & signed your contract. Chances are that the total cost of your property was already adjusted downward to reflect the property's modified [read "actual"] market worth.

Also be aware that if you complain a lot, you will no doubt be labeled a "chronic complainer" or worse... and ultimately be ignored by those that could actually assist you. Many of these kinds of situations can degenerate into frivolous [?] lawsuits, and that's like wrestlin' with a pig: everyone involved gets dirty, but the pig really enjoys it.

Just talk to the helicopter operation. Although, I have to say that helicopter pilots tend to think they are all Tom Cruise's. My personal experience anyway. Just say you like helicopters more than those fixed wing wimps and you'll be on the inside. Complain to the Airport manager enough and you will get results. Most managers are under the gun enough to allready be scared or too tired to argue with you.
