Hardfacing Welding Procedure qualification with buttering & QW-216.5

Hi experts ,
I have one clarification in the qualification of Hardfacing welding procedure which constitutes Buttering ( Produce a compatible metallurgical weld metal between base metal & Hardfacing overlay) .
My Production weld combination is as follows : P4 Base material with SS309 Buttering Layer followed by Stellite 6 Hardfacing ... ( Customer Requirement )
1. For Hardfacing - welding procedure specification qualification we will Follow QW-216 .
2. For Buttering in Groove weld for dissimilar weld which having PWHT we will follow as per QW-283 Weld with Buttering .
3.In my case how do i qualify my welding procedure qualification . I have 3 option kindly review and advice how to proceed in further .
Option A : Will Qualify 2 welding procedures as per QW-216.5 i.e one is with P4 to P8 Groove weld qualification with SS 309 filler wire and then PWHT ( with all testing requirements as per QW 283) . Other is P8 to stellite 6 qualification using hardfacing procedure qualification with all testing as per QW-216 .
Option B : Will Qualify 2 welding procedures as per QW-216.5 i.e one is with P4 to P8 with SS 309 Buttering in P4 Portion then PWHT of P4 portion then weld P4 ( Butter portion ) with P8 using SS309 Filler wire ( with all testing requirements as per QW 283) . Other is P8 to stellite 6 qualification using hardfacing procedure qualification with all testing as per QW-216 .
Option C : Will qualify only one welding procedure i.e P4 Base material size as per QW-216 and do SS 309 Buttering do PT test and then PWHT . Now deposit stellite -6 hardfacing on the SS309 Buttered portion and perform PT . Testing of Macro for both SS309 and stellite 6 fusion zone for any for fusion defects . Hardness and chemical for Stellite-6. But it is not proposed anywhere in the code.
Option D : As same as option C but without PWHT as it is not a project requirement or code requirement . Kindly advice how to proceed in further or else pls provide exact requirement for qualification of welding procedures for these types of welding combination .
