Grounding ATS for Entire Bldg

Adding a generator to serve the entire load of a building. The intent is to intercept the underground service (multiple sets of 3 hots & grounded neutral in PVC ductbank) between the utility padmount transformer and the switchboard inside the building and install an ATS oudoors. This ATS will have a weatherproof enclosure and an integral breaker on the normal side. Does the ATS now become a “service”, requiring the neutral to be connected to ground at this point? If so, then the existing service conductors now are lacking a separate ground wire and not practical to add one. Or, can the “service point” still be considered to be in the existing switchboard allowing the 4 wire service to remain as is and having no neutral to ground connection at the ATS. The existing switchboard is 480Y/277V and over 1000A so it does have GFP on main breaker.

Nope, your new ATS is your new service. Anyway it is if the NEC is your governing code.
