Garage Slab on Grade Joints

Does anyone provide slab to slab dowels for slab on grade garage floor slab joints?
I've recently seen a highway slab detail that provided smooth dowels but it seems like that may be related to frost movement and heavy repeated loading.

For a parking structure SOG we detailed a 1/2" dowel with one side greased. At construction joints with light loads, you could probably get away with just a keyed joint. But, you definitely want to prevent relative vertical movement between slab edges. A shift in height will create a tripping hazard as well as an increased impact stress when the vehicle rolls over it. Soil under SOGs are not typically homogenous.
 
For large equipment garages i have used load sharing dowels. Fire Stations and military garage.
 
This thread might benefit from more clarity regarding what "garage" means. House? Commercial? Mining vehicle storage?

I like to debate structural engineering theory -- a lot. If I challenge you on something, know that I'm doing so because I respect your opinion enough to either change it or adopt it.
