Full-time resources

I have many full-time resources on my project. They're on the payroll whether I have them 100% tasked in MS Project or not. How can I make Project account for their full-time cost whether they're assigned to a task or not?

I know that you can assign a fixed cost to any task in your project. Maybe you could use the fixed cost to represent the resource's cost for the entire project, and set their rate to 0? I know this isn't a great solution, but I don't know how else to do it.
