Yes... according to my friends in India, this is far from a rare case. I hope the Indian government continues to be able to implement penalties against those who have flouted the regulations and building codes for so long.
Well, that's a matter of opinion, isn't it ;-) The one in SF is leaning out of its design envelope. Of course, one could point to the one in Pisa as being the best one of the three, since it's still standing despite an even more serious tilt.

There is little doubt in my mind that one of the greatest obstackles towards progress in countries all over the world is corruption. It pollutes the minds of high and low and works against law and order. The world is not a fair place - but corruption is poison. Sadly most politicians that runs on anti-corruption platforms turns out to rotten at the core :-(
The interesting thing about "corruption " is that it has a seamless continous gradation, from just being "responsive to interested parties" to full blown bags of money under the table, swiftly deposited in a swiss bank. The pretense that it doesn't occur in western nations is part and partial of our method of socializing the populace into believing the gov't is legitimate.
I had heard ( back in 1993) that one method used to demolish tall concrete buildings in China was to simply run a rubber hose to the top floor, seal off the doors and windows, and fill the top floor with water, until the entire building pancakes. Likely less costly than explosives or a crane.

These buildings were never topped out.
From the looks of the amount of material used in them they looked well built.
Though thick concrete with poor steel doesn't get you very far.
So...unless you are the owner of said building, how is this either an "Engineering Failure" or a "Disaster"? I guess a failure to (hire an?) Engineer could be included in the forum title by implication...
