Existing CMU Walls with exposed rebar

Hello Everyone

I have a client asking me to provide a proposal for a site visit and peer review of an existing structure. This structure is a large CMU warehouse that was started around 2015 but never finished and the walls only extend up maybe 1/4 to 3/4 full height. The client wasn't able to get bank financing and was fored to stop construction. Some of the CMU walls are up over 10' with rebar extending up for the next lift. This rebar has been left exposed for all these years (5-7 years). Acoording to the contractor, he was surprised that the rebar only shows very light surface corrosion. I will provide my proposal for a site visit so that I can see for myself and a peer review of the original drawings.

The client would like to keep everything that was built already but pay us to take over the project and re-engineer to current code and continue construction.

I am wondering if taking over construction that has sat for over 5 years, does anyone think this is a bad idea? Am I opening myself up to liability that I can't see.

My estimate is if it all looks good, maybe apply a rust inhibiting or zinc oxide paint to the rebar and continue the walls to bearing height. Is there any reason this is a bad idea? Am I missing anything?

Don't paint the rusty bars with zinc paint. Powertool clean them or blast them. Maybe chip out around the base of each bar too to dig out rust and carbonated grout.
