Sounds to me like it's a sidestand safety switch. Not sure what type of bike it is, but often times a bike will be equipped with this type of switch. The sidestand safety switch won't let you ride away with the sidestand down. It accomplishes this by cutting the motor if the sidestand is down, and it is in gear. Generally, it's just a little pushbutton switch near the sidestand that is depressed when the stand is down. Maybe it's stuck? Or maybe you're just trying to put it in gear with the stand down.
Hope this helps!

Bob
