Dynamic Pile Testing

What does dynamic pile testing involve? What does it take to get certified to do the testing? I do a fair amount of work in Phio, and the DOT has come up with a need to test each different group (length, capacity, size, etc.). The suggested reason is to save on pile length, but my experience has been just the opposite, especially with tube pile.
