I'm looking for articles (preferably experimental, preferably concerning laminar flow without separation) on the drag generated by a spinning cylinder in a steady flow. All my searches have so far drawn a blank.

I have performed a number of unique wind tunnel experiments on spinning cylinders in crossflow and would be willing to send you copies of papers and reports related to the results. I think they would answer some of your questions.

This is the Magnus Effect. There's another thread on the same topic in progress.
