So a fabricator made a PQR based on these parameters:
T = 50 mm
GTAW t (root) = 8 mm
SMAW t (middle passes) = 21 mm
SAW t (subsequent passes plus cap) = 21 mm

The PQR above is used to support a WPS with SMAW only and T and t ranges of 8 mm to 200 mm. (The WPS stated backing is required but this point is moot in this discussion.)

I don't see any problem with this and my opinion is that this in compliance of the Code.

Thoughts, anyone?

The base metal and SMAW deposit ranges on the WPS are valid.
Joint design is a non-essential variable.

It should be 5 mm to 200 mm.
If you are being paid to review PQR/WPS's why are you asking for anyones "thoughts" ?
If you are being paid to review PQR/WPS's you should be experienced / knowledgable enough to make the decision on acceptability yourself - not put it out on an internet forum.
 
Hi,

Essential variables in PQR are the first requisite but they are not support all technical subject. Technical subject shall be attention in change of every thing in WPS/PQR.

1-In mentioned PQR, Root & Hot deposited by GTAW. Root of Joint, designed based on GTAW rod or vise versa , if you want to deletion GTAW layers, SMAW electrode's diameter shall select so that the edge of root area completely fused.(Irrespective of that according to QW254 &QW404.6, filler metals diameter is nonessential)

2-Cover/Type of SMAW electrode is very important, for instance EXX16 is better for root pass instead of EXX18. if middle pass deposited by EXX18 and now you want to used this electrode in root pass, welders shall have enough skill to do this.

3- Heat Input of middle pass is more than root pass usually.

4- if CVN/Hardness,etc test are required. SMAW layers shall included in specimens in first PQR.

5- if CVN test is mandatory, consider QW-403.6
