Discharge pipe for relief valves

A relief valve is installed at the discharge of an amine pump (set at approx. 1,000 psig) and the valve discharges to the pump suction line (approx. 50 psig). The discharge piping has been assembled in such a way that the line raises a few feet before connecting to the suction line on the top. I have been told that this piping is incorrect because does not meet API 521 that requires the discharge line to be "self draining" (when possible) and that the valve should be installed above the suction line. I would like to hear some opinions on the application of this particular requirement from API 521 for this case, where the discharge line is permanently flooded (there is no possibility of "draining" any liquid
) and the liquid head in the discharge line is insignificant compared with the valve set pressure.
