Dimension variables

I am running Mechanical Desktop 5. Is there a varible that will affect the following???
When you dimension a hole, and the dimension line crosses the outside object line, AutoCad no longer recognizes the dimension line crossing the object line as an "intersection". Autocad used to do this. You can also no longer move something perpindicular to a dimension line.

Any help or suggestions? Thanks
