Dimension Reference Off View

Does anyone know how I would drive a dimension that has a reference that is not located on the view where the dimension resides. Where the dimension receives a double arrow on one side for the reference out of view.
I want that dimension to be driven by the model but I don't know how to create it on the view and make it feature driven. (Using NX 9)

Does the reference show up in a different view on the same sheet? If so, you can select it in the dimension command; the resulting dimension value will be accurate. When dimensioning, you are not limited to selecting objects in the same drafting view. After placing the dimension, you can adjust the dimension style to your preference.

Once you have the dimension created off the secondary view how to do move the extension line so it's not moved by the other view?
Right now the view the dimension exists in has the extensions crossing over the page to reach the other view.
I've turned off the extension line and changed the one side arrows to a double arrow but I can't move the arrow end.
