What is the difference between development and embedment of rebar?

I wonder if you mean envelopment? What is the context.
 
ACI 318 Chapter 12 refers to Development and Splices of Reinforcement
 
Development: The length required by code that will ensure that the rebar itself will fail prior to the rebar pulling out of the concrete (i.e. loss of bond).

Embedment: The actual length of bar that is in the concrete.

So you could have a bar that is embedded 8" into concrete, and need 12" to develop the full bar strength.
