During a temperature-rise-test (TRT) in the lab the device to be tested is fed 4kA current taken directly from the grid. Usually the voltage applied is 1V so that the power during the test comes to about 4KW.

Now we are investigating how we can improve the efficiency of this lab and TRT.

Is it possible to take a lower current at the grid voltage (or lower) and use the current transformer to step it up to 4KA resulting in the power demand of this test being much lower ?

The voltage is dependent on the resistance of the device being tested. The power depends on the current and the device resistance. The only way to change this is to use lower current. And then you would get less temperature rise.

You say that you are taking the current directly from the grid, but you must be varying the voltage to get the current to be a specific value. The grid voltage is not 1V.
 
Are there any resistors or other lossy devices in this circuit?
