Coordinate Systems not scaling to view

I have an assembly that is showing odd behavior with coordinate system scaling. Coordinate systems (both in-part and component) appear much larger in this assembly than in other places. The CSYSs change size with scale, but are still much larger than they should be.

Screen shots of behavior below. I have not seen this behavior using these components in other assemblies before. I have tried everything I could think of.

So, the "green surface" part works correctly when opened in its own window, but scales incorrectly when added to an assembly? Also, it appears to be the only one with a scaling issue in the assembly?

All components in this particular assembly. Same components' CSYSs scale fine in other assemblies. Seems to be an issue with that particular assembly.
 
If it affects all the csys objects in the assembly, it is probably the "fixed size on screen" option (found in the location given by joycejo). Open the offending assembly and toggle the option on (be sure to save the assembly so the setting will stick).
