Consideration of check valve 1

i m designing a relief valve for tube side of Heat exchanger, tube side of HE feeds the reactor, and reactor has PSV. There is a check valve in line between HE and reactoe. Can i consider that relief valve on reactor can provide protection to tube side of HE?

What relieving scenario are you trying to protect the heat exchanger tubes from?
