concrete water tank

Hello,
I am an environmental engineer(chemical eng. based)and have some structural questions:
1. Are there some rule of thumb for determining thickness of concrete wall and weight of bar in it , in a water (or waste water)storage tank?
2.What is the "break point" capacity for building wate tank in steel or concrete ?

There are rules of thumb for sizing the thickness of concrete walls but it is dependant on depth of fluid retained. You need to let us know the depth of tank. Is it below or above ground and will it have a structural roof?

The rebar quantity will be in the region of 120 to 140kg per cubic metre of concrete cast in the walls.
