Column Design Eccentricity

I have a 4"x4" HSS steel column, with a w-section beam framing into the side of the column (assuming double angle framing angles and bolts for connection).

I'm wondering what eccentricity do I assume in checking the column strength. (The vertical load is placed at the center of the hss and the eccent. is accounted for by applying a moment at the top of magnitude(P*ecc))

Now do you assume that e = distance from face of column to centerline of column or is it from centerline of bolts on beam web to centerline of column??

Never mind, I did a search and found a thread from 2001. Looks like I should use e = (cL of column to cL of bolts in beam web) and design for combined axial compression and bending.

 
Many codes specify a minimum eccentricity to design for, you might check for that as well.
