Cold Water Meters, encoders and AMR-strengths and weaknesses

I need to specify meters, encoders and radios for a municipality that currently has no meters in it. I'm leaning towards positive displacement meters with absolute encoders and a spread-spectrum radio (one-way). Would anyone out there share with me your experience, good or bad, on AMR systems? Thanks.
