You need to consult installation manuals of all devices to determine service clearances. You also need to consult NEC and other codes that may have requirements. Plus add some common sense to how the equipment can be moved in and out of the space later on for replacement. Looks like the space in question is the only path in and out to the AHUs. So take into account what they need to have replaced at some point. So if you need to replace the AHU fan etc. Also account for the house-keeping pad being a bit wider than the footprint of the devices.

I'd say 3ft from pad to pad, so probably 4' from boiler to WH, but you need to do actual research.
 
You need to see arrangement drawings of boilers and heaters. Manufacturers normally indicate the operstion and maintenance space requirements in drawings. Assuming package boiler there will be space requirements for operation and inspection, repair of tubes and insulation etc.
