Dimensions are normally auto placed based on rules with spacing offsets. You can reduce the min dim spacing to get around this to an extent. However in the case of small dimensions, if the arrow size and dim gap cannot fit the dimension cleanly within the available space the dim arrows get flipped.

CleanUp Tab#1 Spacing,SnapLine,BreakWitness
CleanUp Tab#2 FlipArrows,CenterText

For Dims you want to unflip arrows of they can be selected as group and you can drag using main mouse button and then flip all by tapping Right Button.

thanks for the tip it is usefull but i'm searching some setup inside "config.pro" or " "drawing. dtl" files because i have arrows flipped even if i have big dimensions.

The only settings that would control this are
dim_text_gap: ratio to text height that sets distance between dim line and value.
draw_arrow_length: length of dim arrow >
dim_leader_length: sets leader extension when arrows are outside

The other thing to check is your drawing units make sure metric values are not being set in inches. Setting dim gap to 0 or.01 should fix issue I've tested arrow length and seen arrows overlapping while pointing outwards. If the text gap isn't small enough the arrows will be flipped.
