Could someone direct me to Civil Engineers web pages that deals with subject matter on an educational principal, as in an University page.

I am not very sure what you are looking for. Are you looking for educationanl materials from universities ? Why not try the websites of the universities ?

Are you looking for educational materials, such as GEOCAL in England ? There used to be some sites where you can access some of the materials related to civil/geotechnical engrg, such as designing roads, dams, etc.

I don't know if they still have them. There is also discussion forum in Geocal, on various subject in Civil Engineering. You may check at
