Caustic and Chlorine DEMANDS for wet scrubbers

I am reviewing a design for a 2-stage wet scrubber system that is treating the exhaust of a product water degasifier. The first stage will re-circulate a caustic solution. The second stage will re-circulate a solution of caustic and NaOCl. How are the caustic and chlorine demands for this system calcuated?
