Can Creosote be emulsified?

Can anyone tell me if it is possible to emulsify creosote and, if so, what could work as an emulsifier?
The problem I have been given is to work backwards from a sample of an oil-based preparation that smells quite strongly of coal tar. The original stuff removes chloride/ chlorate traces and leaves a rust-resistant film of oil behind.

I'd be grateful for any guidance on this puzzle.
