blanket and sectional mineral wool

Dear Mr/Mrs,
my project specification mentioned that for pipe insulation in hot service it shall be used mineral wool sectional pipe up to 16 inch, and blanket type for upper 16 inch. can we use blanket type for pipe section less than 16 inch instead of pipe section type in material shortage? please any comment for me about these matter...
