Is there a section of ASME covering the design and fabrication of bellows expansion joint or every manufacturer are fabricating to EJMA standard

You can have expansion joint bellows designed to ASME VIII-1, Appendix 26, for unfired pressure vessels (including heat exchangers), to ASME B31.3, Appendix X, for process piping applications, or EJMA if you don't need any Code compliance. The EJMA standards can be applied to the remainder of the expansion joint regardless of the Code selected for the bellows design.

 
You can refer TEMA standard for expansion joint/bellows design. They also released a software on this subject. ASME APP 26 approaches EJMA design.
 
The TEMA heat exchanger standard only covers flanged or flanged and flued type expansion joints for flexible shell elements on fixed tubesheet exchanger shells. The TEMA software covers this same subject. Within the TEMA section on flexible elements it is stated explicitly that thin-wall metal bellows are not included in the scope of flexible elements covered by TEMA and the user is referred to EJMA.
 
Yews you are right. If you are looking for thin wall bellows design then it is EJMA. Such bellows are normally used in piping. For bellows osed in Heat exchangers you can folloe TEMA or ASME.These are termed as expansion joints.
