Balloons that won't attach

I'm trying to attach balloons to identify different states in a process flow diagram but they won't work. The program is waiting for me to "click on an element or free-space point" but I can't highlight or pick anywhere so nothing happens. I tried unblocking the schematic but I still can't pick anywhere or anything (but the Intellisketch icons still pop up near geometry). Any ideas?

I think you have to deactivate 'Link to PartsList' it's
the 4th button from the right when 'Balloon' is active.
Then you should be able to place the ballon anywhere

Check also that 'Active layer' within the select
options is unchecked. These options are the leftmost
button within the ribbon bar when only the Select
Tool is active
