Can anyone help with providing the average price for API Plan 53 double mechanical seal.

There are two many variables: seal size, metalurgy, etc. Are you asking for the seal alone are are you asking about the support system piping, etc. Just the seal could be anywhwere between $500 and $20,000 (US).

Give the average price of the seal alone, I mean pressurized double mechanical seal similar to Plan 53.

Otherwise, I will appreciate if you can provide the total cost of the seal including support piping, reservoir etc.

I am sorry. I can't answer your question. You should contact a mechanical seal manufacturer and give them some "average" conditions such as seal size, service, metalurgy, etc. As I intended to say above, there are far too many variable to give a reasonable answer.
