I'm able to work around the requirement from 15.4.1 that doesn't allow hoop reinforcement in the base sections, so this isn't critical to get this answered. However, I'm exceedingly curious if anyone has a rational for why welded wire reinforcement is the only permitted reinforcement for monolithic base walls in precast manhole structures per ASTM C478. I cannot think of a single justification for this limitation. Further, why is this limitation waived when you do not have monolithic base slabs and riser section?
