Assymetric ratio on Power Arc Test

Dear all, we are purchasing 500kV and 230kV line hardware and insulators and our client asked for a Power Arc Test according to their specs. In their specs they define the AC Circuit, number of tests, symmetric current, durations of each tests and the asymmetric ratio. The supplier of the hardware has informed us that they talked to different companies with experience in this kind of test and they cannot guarantee the asymmetric ratio (1,8 in this case). I haven’t found much literature on the Power Arc Test and the supplier hasn’t been able to explain to me why is it so difficult to control this parameter. Just for general knowledge, could someone explain to me the reason?
