Assign Resources - Filter

Hi,

I'm trying to create a filter or a formula based on
resources available for the entire duration of a task.
if the resource is 100% in units available, then his
name should be visible in the Assign Resources Dialog
Box. Basically, trying to see if we can dynamically
create a custom filter for Resource Availability at
100% Units.

Basically, here's the pseudocode of my logic:

If Selected Task Start Date and Selected Task End Date
Is Not Available;
Remove Resource from Assign Resources Dialog Box
Else
Make Resource Name Visible to Resource Dialog Box

what kind of formula or a filter should do?
what steps should i take?
