ASME Section VIII Appendix 9 question for calculation of space jacket

Dear members,

For a Jacket space (value J) calculation an internal design pressure P has to be considered. In our case this is an atmospheric. The design overpressure in the tank is 7,25 psig.
I assume that the internal pressure P is based on a Gauge value, but i cannot put zero (psig)internal design pressure in the calculation.

If the jackets internal pressure is atmospheric, appendix 9 doesn't apply. If you want to use it to verify/overbuild it, you can use the overpressure design.
