ASCE irregularity

When I have torsional irregularity, the ASCE requires in SDC D E and F to increase collector forces and connection forces by 25%.my simple question is:in case of reinforced concrete structure is the transfer section between the diaphragm and the vertical element is considered as "connection" and should be designed for increased force by 25%.
If that is true it means that I have to increaase shear force in shear wall design by 25%.correct?
