ASCE 7-05 Open Buildings - Case A vs. B?

This is probably a dumb question, but what is the difference between Case A and Case B for Open Building MWFRS calculations. 7-05 Figure 6-18 indicates the load cases but I cannot find an explanation. Any help is appreciated.

One of the cases maximizes uplift while the other maximizes downforce.

 

Wondered that myself, as there is no explanation in ASCE 7's code or commentary. I agree with slickdeals that Cases A & B represent the extremes between uplift and down force.

Cases A & B represent max. variation in loading due to gusts at different times.
