API 650 Appendix V?

Has anyone seen a copy of API 650 Appendix V? I noticed that this appeared with the December 2005 Addendum (posted on IHS). My latest copy has only Addendum 3 (Sept. '03).

Is this the promised external pressure appendix to API 650?

Appendix V is present in Addendum 4 and it is entitled "Design of Storage Tanks for External Pressure". The first paragraph states "This appendix provides minimum requirements that may be specified by the purchaser for tanks that are designed to operate with external pressure (vacuum) loading as a normal operationg condition." So,yes, this appendix will cover vacuum (greater than 0.25kPa and less than 6.9kPa).
